    Col. Walter Smith married Rachel Hall (1671-1730). His administration accounts dated 6/11/1713 by Adm., Madam Rachel Smith. He was the son of Capt. Richard Smith, Jr. and Barbara Morgan.

    According to "Biographical Dictionary of the Maryland Legislature", Rachel Hall was the dau. of Richard Hall who died 1688. Her brothers were Elisha Hall who died 1727 and Walter Hall who died 1692-1734.
    Walter SMITH, also a son of Richard and Ellinour SMITH, Sr. married Rachel HALL, daughter of Richard HALL, carpenter, and Elizabeth his wife, Quakers who had immigrated to Maryland in 1659 (Gibb). Walter died testate in 1710-11 (MD Calendar of Wills). His father-in-law, Richard HALL of Calvert, died testate abt 1685, his will witnessed by signer George LINGAN, and included a bequest of personalty to the Quaker Church. Three sons and two sons-in-law of Richard HALL, Sr. signed the 1689 Protestant Petition: Benjamin, Joseph and Elisha HALL and Walter and John SMITH, as did witness George LINGAN.

    Richard Hall arrived in America on August 26, 1663, settling in Calvert Co., Maryland. In 1666 he was elected representative of the Provincial Assembly. In November of 1683 he was appointed Commissioner of Towns and Ports. Richard was a politician and a prominent member of the Society of Friends or Quakers. It is said he was extremely wealthy.

    Richard HALL, carpenter, and Elizabeth his wife, Quakers who had immigrated to Maryland in 1659 (Gibb). Richard HALL of Calvert, died testate abt 1685, his will witnessed by signer George LINGAN, and included a bequest of personalty to the Quaker Church. Three sons and two sons-in-law of Richard HALL, Sr. signed the 1689 Protestant Petition: Benjamin, Joseph and Elisha HALL and Walter and John SMITH, as did witness George LINGAN.

    Richard Hall, the grandfather of Elizabeth Evans Lucas-Beall, was a well known citizen of Calvert Co, MD. On 26 Aug 1663 he entered rights in the MD Land Off for himself, his wife Elizabeth and other persons. (See Liber 5 Vol 416, Land Off Annapoliis.) He apparently arrived in the Providence not long before and may have come from VA. While this has been asserted there seems no positive evidence for or against this statement. (See Richard Hall by Christopher Johnson in MD Hist Soc Mag 1913, Vol 8 p 291.)

    He settled in Calvert Co and was elected on 12 Dec 1665 one of four representatives of his county in the Provincial Assembly. (See MD Arch Vol 2 p 8; Vol 7 p 5.) He sat in the Assembly from 10 Apr 1666 to 1670 and again in 1674 to 1685. He was a delegate for the Assessments of the Public Levy in 1678. (See Liber C. D. p 182.) In Nov 1683 he was appointed one of the Commissioners for laying out towns and forts in Calvert Co. (See MD Arch Vol 7 p 611.) He was a prominent member of the Society of Friends and his name frequently appears on their records; he was one of the Commissioners of the Cliff's Monthly Meeting of Friends in Western Calvert Co in 1684. (See Minutes of this Meeting p 13.) He was a man of means and large land holdings one of the very important Quakers in that county. (See Hist of Calvert Co by Stein p 267, also see Hall Family in MD Hist Soc Mag of 1913 Vol 8 p 291.) He d in 1688 having made his last will 17 Sept 1684, proved 28 Aug 1688. (See Liber 6 fol 13 Annapolis.) His plantation of "Hall's Hill" was located on Hall's Creek in the northern part of Calvert Co and he is said to have owned over 3000 acres of land in MD, and was one of the greatest land owners of his time, and was known as the "kindly Quaker." (See Hist of Calvert Co by Stein p 267.)
